About Us

The Office of the Inspector General for Health (OIGH) was created as an independent State agency effective July 1, 2022.  The OIGH is charged with investigating fraud, waste, and abuse of Department of Health funds and behavior within the Department of Health that threatens public safety or demonstrates negligence, incompetence, or malfeasance.

What we do

• Perform audits of MDH funded programs.
• Investigate and audit Medicaid providers and recipients to ensure the integrity of the Medicaid Program 
• Make recommendations to the Department of Health to better steward public funds
• Investigate and audit potential misconduct within the Department of Health

External Audit Unit

The External Audits Unit conducts independent audits of entities that receive State health funding. The unit evaluates whether public funds were spent and reported in accordance with contract requirements, applicable laws and regulations, and generally accepted accounting principles. Its work identifies overpayments, underpayments, internal-control weaknesses, and opportunities to strengthen financial accountability and stewardship of public resources.

Program Integrity Unit

The Program Integrity Unit reviews, audits, and investigates matters involving suspected fraud, waste, abuse by health care providers. It also investigates recipients of Medicaid benefits accused of not meeting eligibility standards.

The unit may seek recovery of improperly received funds and refer matters to or coordinate with the Maryland Office of the Attorney General, federal law enforcement agencies, or other appropriate authorities.
